History

American Environmental and Construction Services, Inc.  (AECS) was founded in 1997 in order to provide high quality, cost effective, safe and responsive environmental and construction services to government and commercial customers nationwide.  The company was founded by Mike Beehler, Rodger Daniel, and Brink Miller, three very experienced executives from the remediation and construction industry, in order to meet a recognized need for customer oriented, cost effective services.  During the past several years, the perception of customers needing environmental remediation and construction services is that the providers have become too expensive and are not customer oriented.  The focus of AECS is to provide a select suite of remediation and construction services, represented by our core competencies, in the highest quality and most cost effective manner possible in meeting the specific needs and desires of our customers.  We have assembled a team of seasoned environmental and construction professionals who share our values and our vision of high quality, cost effective, customer oriented services.

Competencies

The AECS areas of expertise, which represent our core competencies, include:

  • Cleaning, installation, and removal of pipelines, underground storage tanks (USTs), aboveground storage tanks (ASTs), oil/water separators, and compressed natural gas lines.  
  • Hazardous waste site investigations, including Phase I and Phase II Investigations.
  • Identification and removal services for the total range of hazardous waste sites including drums, tanks, debris, soil, water, lagoons.  
  • Excavation, segregation, and removal of soils and sludges contaminated with volatile or semi-volatile organic compounds, heavy metals, pesticides, or PCBs.  
  • Stabilization/fixation/solidification of contaminated soils and sludges either insitu or for transportation and disposal in a landfill, and site closure in accordance with state and EPA environmental regulations.  
  • Construction/installation of containment systems for contaminated soil and groundwater.  
  • Decontamination, demolition, dismantling, and removal services for buildings and other structures for site closure, decommissioning, or new development.  
  • Installation, operation and maintenance of groundwater treatment systems and systems involving air sparging, soil vapor extraction, and stripping towers.  
  • Installation of liner systems for fuel storage areas/tanks, landfills, tank farms, and other facilities requiring liner systems.  
  • Stream bank stabilization and armoring and stream relocation.  
  • Soil and Groundwater sampling using Geoprobe Direct Push Technology (DPT).  
  • Stormwater runoff sampling, monitoring, and reporting.  
  • Installation, inspection, repair and reporting of erosion control Best Management Practices.  
  • Sampling in soil, water, and other media for the full range of possible contaminants.  
  • Heavy Equipment Operational Support for any type of equipment or project.  
  • Fuel Facility Inventory Control System and Tank Installation/Maintenance.  
  • Management of other remediation services including lead, asbestos, ordnance (UXO), low level radioactive waste, and laboratory services.  

 

Management Team

The AECS management team averages over 30 years of engineering and environmental corporate, program, and project management experience with immediate access to a full range of OSHA-trained technicians, equipment operators, and professional staff, and all the equipment necessary to meet your environmental remediation needs. AECS has an outstanding corporate safety record, with a strong emphasis on both safety and quality assurance.

The mission of AECS is to satisfy our government and commercial customers� needs by providing them high quality, cost effective, safe, and responsive environmental and construction services while providing a fair return to our investors and stockholders.

Our philosophy of corporate operations is to provide excellence in all we do.  We use a team approach, focused on working closely with each other and with our customers to meet your needs and fulfill your expectations.  We encourage and insist upon open and honest communication and total cooperation in execution of the highest quality work.  We insist on the highest degree of honesty and integrity in all our dealings with each other, with our customers, and with our team members.  We require that all our activities be consistent with our value statement.

Health and Safety

The health and safety of all AECS employees, customers, and subcontractors is a vital and non-negotiable element of all our office and field activities.  It is a primary goal of AECS to provide a work environment that is free from or protected against all recognized potential health and safety risks.  Responsibility for health and safety begins at the top of the organization and flows to every person in the organization. Managers at all levels are required to make independent assessments of the health and safety of every job site and situation for which they have responsibility.  

All work activities are executed in conformance with our comprehensive Corporate Health and Safety Program, and Site Specific Health and Safety Plans are required for each project work site. Anyone seeing an unsafe act or an unsafe condition is empowered to take immediate action to relieve the situation.  

AECS personnel maintain a safe and healthy work environment through the application of corporate and site specific policies and procedures which are in conformance with the provisions of OSHA Regulations 29 CFR 1910 and 29 CFR 1926 as well as the laws and regulations of the state in which the activities are taking place. All AECS field personnel and management personnel have received the mandatory 40 hours of Hazardous Waste Operations and Emergency Response (HAZWOPER) training per 29 CFR 1910. 120 and receive the annual 8 hour refresher training. In addition, at least one supervisor on each site receives the 8 hour specialized course in hazardous waste site supervision.  

The leadership at AECS firmly believes that accidents don�t happen.   They are caused-- either by unsafe acts or by unsafe conditions. Every possible precaution is taken to identify and eliminate unsafe conditions and to prevent unsafe acts.  

 AECS has an excellent safety record, with no recordable or reportable accidents since its incorporation in 1997.  

 

Quality Control

At AECS, quality is a basic requirement in everything that we do. We are committed to maintaining the highest standards of quality in all our work.  Our Quality Control Program has been developed to meet the stringent requirements of the US Army Corps of Engineers (USACE) and we have management personnel who have attended the USACE course in quality control. Quality Assurance (QA) and Quality Control (QC) are achieved by systematic ways of executing work and by following guidelines in policies, procedures, and the project plans and specifications. The goal is to prevent problems by adhering to the standards and by inspecting at every stage of project execution.  

The AECS Quality Assurance Program (QAP) is our commitment to providing the highest possible standards of quality in everything we do. The QAP is designed to ensure that the services supplied by AECS meet the required standards of performance, reliability, validity, and quality, uncompromised by demands of cost and schedule. The QAP is applicable to every aspect of our remedial activities, including:

  • Sampling and analytical testing
  • Site operations and construction
  • Remedial activities
  • Data collection, evaluation, and analysis
  • Calculations and design activities
  • Submittals and reports

AECS QA/QC procedures are incorporated into all our project activities and are designed to meet or exceed the highest standards in the industry and of our customers. For many programs and projects, a program or project specific QA/QC program or project plan is prepared.

Project Management

AECS believes that a well-organized and effectively managed team is essential to ensuring that project objectives and requirements are met.  Our project management approach provides the framework for organizing, directing, coordinating, controlling, and executing all project activities and includes the following elements:

  • Effective planning, communications, and partnering among team members.
  • Accurate cost estimating and scheduling. 
  • Implementation of project cost and schedule controls.
  • Adherence to approved plans and specifications, QA/QC, and Health and Safety.
  • Continuous project documentation and timely project closure management.

Proper planning involving all members of the project team is critical to the success of the project. The project team typically consists of AECS, the customer, subcontractors, others designated by the customer, and occasionally regulatory personnel. AECS is a strong advocate of the Partnering Process and seeks to partner all projects. Involvement of all partners and team members in the planning process ensures a clear understanding by all concerned of the goals, overall project plan, responsibilities, lines and methods of communication, methods of dispute or problem resolution, and engenders a spirit of cooperation. The planning process generally involves the following:

  • Project scope and schedule
  • Resource allocation
  • Schedule and cost controls
  • Procurement procedures
  • Regulatory compliance requirements
  • Health and safety policies and procedures
  • Reporting requirements
  • Sequence of events and responsibilities for execution

AECS places special emphasis on accurate cost estimating and uses the best practices in the industry, using statement of work (SOW) elements that are compatible with the US Army Corps of Engineers and can be made consistent with any customer desires or requirements. Each task is reviewed for work scope, resource needs, regulatory compliance requirements, and schedule requirements. The estimating system provides for total, component, and unit costs; project/task schedules, including CPM; material and resource lists; submittal lists; schedules; and reports for review, comment, and approval. The AECS system is flexible and can meet specific customer needs for reports or other information.  

Cost and schedule control are critical to project success and are achieved through input of baseline information into our project control software. As work progresses, actual costs are accumulated and input against specific tasks or subtasks and compared to the baseline. Real-time project tracking allows for managers to take immediate corrective measures as necessary. Reports are generated periodically to allow for daily, weekly, and monthly reviews of project progress, costs, and schedules.  

Goods and services are procured in accordance with the AECS established procurement policies, including competitive bidding, that provide for best value to the customer.  

Upon project completion, every effort is made to close out the project in a timely manner and provide the customer with a project completion report. These reports are tailored to the needs and desires of the customer to provide him the assurance that all project objectives have been met.

The corporate headquarters of American Environmental and Construction Services, Inc.  (AECS) is in the Atlanta, Georgia area in Alpharetta, Georgia, with a satellite office in Augusta, Georgia, however AECS is a company without geographic boundaries. We are prepared and able to mobilize to work sites anywhere in the United States to provide immediately responsive, high quality cost effective environmental remediation services.
