PCB-Contaminated
Soil Removal

AECS performed the excavation and off-site disposal of soils contaminated with polychlorinated biphenyls (PCBs) at a former industrial facility. The project was regulated under TSCA (Toxic Substances Control Act) and required coordination with EPA Region 4 throughout the remediation process.

Scope of Work

  • Review of existing site investigation data to plan excavation boundaries
  • Preparation of a TSCA-compliant Remediation Waste Management Plan
  • Excavation of PCB-impacted soils using appropriate engineering controls
  • Segregation of TSCA-regulated waste from non-regulated material to minimize disposal costs
  • Stockpile sampling to confirm waste classification and disposal pathway
  • Coordination with EPA-approved TSCA disposal facility for waste acceptance and profiling
  • Manifesting under TSCA regulations with proper EPA waste codes
  • Confirmation sampling of excavation walls and floor to verify cleanup levels
  • Backfill, compaction, and site restoration

Results

All PCB-contaminated soils exceeding cleanup standards were successfully excavated and disposed of at a TSCA-permitted facility. Confirmation sampling verified that residual PCB concentrations in the excavation met applicable cleanup levels, and the project received regulatory closure from EPA.
